Water and Sewer
The town of Franklin currently has no water or sewer systems. The residents rely on private wells and Rathbun Rural Water and individual septic tanks. The community has no storm water system.
Solid Waste and Recycling
The town does not have a garbage collection service, but has private haulers come in and pick up garbage for residents who wish to pay for the service. The landfill the community uses is GRRWA in Fort Madison.
The City is just now developing a recycling program and is having a recycle trailer made. There will be no charge to residents and it is totally optional for the residents.
