Water and Sewer
The water system for Keokuk consists of a state-of-the-art water treatment plant. Buildt in 1998 and 1999, expanded Keokuk Municipal Waterworks' plant capasity to 14 million gallons per day. Keokuk has a secondary waste water treatment plant serves 99% of the community, with a design capsity of 5 million gallons per day.
Solid Waste and Recycling
The City does the pick-up of solid waste & disposes of it at the GRRWA. Recycling has just started in the town and is paid for out of solid waste collection fees. The service accepts paper, plastics, glass and cans. The City also provides a yard waste program for residential customers.
Libraries
Keokuk has one public library. Keokuk library service began in 1863 with formation of a subscription library. In 1883, construction of a library building, located at 3rd and Main, was completed. The library operated on a stock-holder and subscriber basis until 1894, when it became a free public library. The present library building was completed in 1962.

Friday 9:30 a.m. - 5 p.m.
Saturday 9:30 a.m. - 1:30 p.m.
